The set 16 mechanic is unlockable champions.
There are 100 champions in Set 16, but not all of them are available. You need to complete quests in order to access unlockable champions, which allows for less contested comps and opens up a wide variety of creative play.
There are currently 40 unlockable champions, and they are all 2-7 costs, but mainly cost 4, 5, and 7.
For example, to unlock Renekton, you need to play Azir and win two combats in a row!

Others may want you to equip certain items or play certain units.
After unlocking a champion, they appear in your next shop, so be sure to only unlock the champions that you want!
